WORKSHOP “Public-private partnership (PPP): cooperation on win-win terms”
On October 30, 2024, the Regional Development Agency of Odesa Region together with the PPP Agency held a workshop “Public-Private Partnership (PPP): cooperation on win-win terms”, where we examined in detail the main features and benefits of this mechanism for the reconstruction and development of infrastructure and the economy in Ukraine.
More than 80 people from local governments, utilities and businesses of Odesa region took part in the workshop.

Niko Gachechiladze, Director of the PPP Agency, highlighted the key success factors of PPP projects in Ukraine, shared successful cases from Western Europe and Asia, and spoke about
- important aspects of optimal risk allocation in PPP projects
- international experience in implementing projects in Croatia, Spain, Serbia, Colombia, Lithuania and Japan
- ensuring that the PPP Agency identifies, prioritizes and selects PPP projects in priority sectors in accordance with unified approaches to the selection and evaluation (screening) of public investment projects
- support to the public sector in the preparation and implementation of well-structured, timely (“on-time”) PPP projects, provided by the PPP Agency, using the best international experience and expanding cooperation with international partners

Director Sergiy Kononenko and Head of the Community Relations Office Olena Ivanova discussed strategies for attracting investors to build infrastructure in Odesa Oblast, which will help create new jobs and improve living conditions for citizens.
Public-private partnerships (PPPs) are a reliable mechanism for creating, renovating and effectively managing public facilities and socially important services.
Implementation of PPP projects allows for efficient use of various methods and sources of financing (combining private investments, grants, and budget funds) to simultaneously restore a large number of infrastructure facilities under the concept of “build back better” – “build back better”.
