The Regional Development Agency of Odesa Region is a non-profit and non-budgetary institution established on the basis of partnership between the public, private and civil society sectors for the purpose of effective implementation of the state regional policy.

Our mission

Creating a solid foundation for the stable socio-economic development of the region’s territorial communities and the region as a whole. Ensuring conditions for European and Euro-Atlantic integration within the framework of the EU-Ukraine Association Agreement.

Agency philosophy

We strive to make territorial communities capable. Public services and facilities – of high quality. The Agency is a kind of “laboratory” for investment projects. We help communities develop initiatives that create added value, jobs, and strengthen the region’s economy.

REGULATORY FRAMEWORK

The Regional Development Agency of Odesa Region was established in November 2020 in pursuance of the Law of Ukraine “On the Principles of State Regional Policy” and the Model Regulation on the Regional Development Agency, approved by the Cabinet of Ministers of Ukraine on February 11, 2016, No. 258. The Law of Ukraine No. 2389-IX of 09.07.2022 “On Amendments to Certain Legislative Acts of Ukraine on the Principles of State Regional Policy and the Policy of Restoration of Regions and Territories” amended the Law of Ukraine “On the Principles of State Regional Policy”, in particular, to strengthen the role of regional development agencies in the implementation of state regional policy in the regions, expand the circle of founders and co-founders of the agency, clarify and expand the tasks of the agency (in particular, to hold events on European and Euro-Atlantic

REGIONAL DEVELOPMENT AGENCY:

Develops. Strategic documents for the development of territorial communities. Initiates the creation of promising investment projects in accordance with the needs of the region and the interest of potential investors.

Prepares. Proposals for changes to legislation to promote business development and improve the investment climate in the region and the country as a whole. Generates and provides primary analytical information necessary for making investment decisions.

Seeks. Opportunities to raise funds from international funds that provide material and technical assistance. Carries out the initial selection of a Greenfield and/or Brownfield investment site, according to the investor’s needs.

Supports. Implementation of the strategic development plan of territorial communities. Provides services of a personal investment manager. Develops and maintains “Roadmaps” for investment project permitting procedures.

Organizing. Fulfillment of representative interests. Organizing events (training/promotion). Communication with potential partners competent in various fields.
