Strategic planning for regional development: participation of Odesa region in the national forum

On February 6, Kyiv hosted a national forum “Strategic Planning at the Regional Level: From Recovery to Development” chaired by Oleksiy Ryabykin, Deputy Minister of Communities and Territories Development of Ukraine. The event brought together representatives of the government, the Verkhovna Rada, regional development agencies, local governments, international organizations and the expert community.

The Regional Development Agency of Odesa Region took an active part in the forum – our region was represented by the Director of the Agency Serhii Kononenko and the Head of the Office for Work with Territorial Communities Olena Ivanova.

Restoration and development of regions require a systematic approach, close interaction of all levels of government and modern strategic planning tools. The forum presented a territorially-oriented approach that takes into account the specifics of macro-regions, functional types of territories and their challenges.

The key topics of discussion included

  • improving coordination between regional and local levels;
  • attracting resources for community recovery;
  • implementation of modern approaches to strategic planning.

Priorities for 2025: updating the State Strategy for Regional Development, launching a geographic information monitoring system, the State Fund for Regional Development and financial instruments for communities, completing public investment reform, infrastructure and education development, a new model of budget equalization and agglomerations, local government reform, creating a database of local statistics and digital services for citizens.

Odesa region, as a strategically important region of Ukraine, is actively involved in discussions on future economic development and attracting resources for community recovery.
