Odesa Region Recovery Forum: Strategic Horizon. Harmonization of Processes.
On 29 November, the final forum in the series of thematic events was held. The events are planned as part of the work on the regional strategy for 2023.
Since March, an expert group consisting of representatives of the Odesa Regional Military Administration, Regional Development Agency of Odesa Region, the DECIDE, UCORD, EGAP projects, CIVITTA, the NGO “Agency for Recovery and Development”, and the USAID HOVERLA project has been actively working on updating the regional strategy.
Throughout the process, we held numerous meetings with stakeholders, ran a public opinion poll, collected analytical information, and had discussions with communities.
As part of this work, the USAID HOVERLA project additionally supported a series of thematic regional recovery forums. The topics of the events were: “Security. Integration. Potential”, “Transformation. Healthcare. Rehabilitation”, “Transport. Logistics. Infrastructure”, “Regional Development. Spatial Planning” and the final event “Strategic Horizon. Harmonisation of processes”. The main goal of the forums is to develop thematic materials that experts will take into account in the work on the strategic document, which will be used by the Odesa region until 2027.

The Odesa Region Recovery Forum “Strategic Horizon. Harmonisation of Processes” was attended by representatives of state authorities, regional authorities, deputies, representatives of embassies and consulates, experts, local government representatives, as well as international partners and civil society activists.


Key issues discussed at the event:
practical implementation of the recovery plan and development strategy;
coordination of actions of various stakeholders;
alignment of strategic goals with local and budget programmes to ensure the best possible implementation of the strategy and optimisation of budget expenditures;
ways to achieve consistency between strategic plans and their resource provision;
inter-municipal, regional and international cooperation;
increasing the economic capacity of communities;
development of local economic development opportunities and promotion of citizen participation in decision-making processes at the local government level;
ways to create a favourable environment for the development and improvement of the quality of life of communities in Odesa region.
The Forum was organised by the Regional Development Agency of Odesa Region, the Regional Office for International Cooperation in Odesa Region, and the Odesa Regional State Administration with the support of the USAID HOVERLA project.
