The Strategy for the Restoration and Development of Odesa Region was approved

During the session of the regional council, the Strategy for Recovery and Development of Odesa Oblast was officially adopted along with the Implementation Action Plan.

The document sets out three strategic horizons – resilience, recovery and long-term development – that are focused on a major transformation of the region in terms of economy, human capital and governance in the current context of the war and the European integration course. The strategy is human-centered and is a guide to economic development of communities, creation of a comfortable business climate and openness to international partners and investments.

For two years, during the development of the Strategy, the Regional Development Agency of Odesa Region played a coordinating role between all stakeholders involved and a large multi-donor team of the Swiss-Ukrainian DECIDE Project, Civitta, the UCORD Project, USAID, and the EGAP Program.

The following actions were taken:

  • 5 Recovery Forums, discussions on priority areas of regional development
  • consultations and strategic sessions with communities, scientists, business and the public were organized
  • dialogue between different levels of government and international partners was facilitated
  • expert support was provided to the working group on communication and organizational issues
  • analytical and statistical data collected

We are confident that it was the cohesion, cooperation and synergy of all participants that allowed us to create a high-quality professional document that meets international requirements and is adapted to the real needs of the region. It is based on inclusiveness, evidence and a long-term vision of the future of the Odesa region.

The Strategy is not just a document, it is a guideline for the region to follow.

Odesa region has all the prerequisites to become a key multifunctional hub of the Black Sea region, and we are proud to have joined this work.

There is still a lot of work ahead to implement the plans for an ambitious transformation – together with the change team.
