First Meeting of the Odesa Region Cluster Council: The Agency Brings Together Government, Business, and Experts to Promote Regional Development

The first meeting of the Odesa Region Cluster Council took place in Odesa at the Regional Development Agency of Odesa Region. The Agency served as a platform for bringing together representatives of government, business, and the expert community to develop a shared vision for strategic development and strengthen the cluster ecosystem.

Oleksiy Dmytrenko, Director of the Department of Economics at the Odesa Regional State Administration, emphasized that clusters are one of the key tools for ensuring the region’s economic stability, creating new jobs, and fostering a competitive regional environment.

“The Regional Development Agency of Odesa Region sees its role in creating an effective platform for interaction between business, government, and the expert community, as well as in implementing practical tools to support clusters and cluster initiatives,” said Serhiy Kononenko, Director of the Regional Development Agency of Odesa Region.

During the meeting, the Agency presented its updated Development Strategy, Communications Strategy, and SMM Strategy, as well as a bilingual Investment Passport for the region, designed to attract investors and partners. Special attention was paid to the role of industrial parks as components of clusters and hubs of economic growth.

The discussion focused on the prospects for the operation of industrial parks, their integration into a single cluster to enhance investment attractiveness, more effective positioning of the region, and the creation of a comprehensive industrial offering for potential investors.

Oleksandr Yurchak, Executive Director of the Ukrainian Cluster Alliance, presented the program tools of the Cluster4Regions project and shared international experience in implementing cluster initiatives that could be adapted to the conditions of the Odesa region.

In turn, Tetiana Kotenko, regional coordinator of the Clusters4Regions project, presented the results of the work and outlined the Cluster Council’s plans for 2026.

Collaboration, the application of international methodologies, and a systematic approach enable us to move confidently toward building a competitive economy in southern Ukraine.
